We are The Romanian Cancer League from Bucharest, Romania - a nongovernmental organization.
League's activity is in medical oncology field and functions with the agreement of the Romanian Minister of Health and Family, Direction of Development and Health Politics.
Our mission is to promote the sanitary education among people, to contribute to early detection and prevention of cancer and to provide psychological, financial, and health care support to the oncologic patients and their famillies.
The main objectives of Romanian Cancer League are:
- To reduce the cancer incidence and mortality due to cancer;
- To increase the rate of cure;
- To prevent and control the using of tobacco products;
- To prevent and control the alcohol and drugs abuse;
- To reduce the psychological and socio-economical impact on patients diagnosed with cancer;
- To improve the life quality for oncological pacients;
- To support governmental factors to accomplish national programs of cancer prevention;
- To take measures of socio-professional reintegration of the oncological patient.
This League has been created like an alternative in order to support the oncological activity, from a strong desire to contribute to detection, treatment and cure of patients with cancer.
Its goal is humanitary and aim, to develop programs for prevention, early detection and treatment of cancer of every localization. having as an activity programme the using of all means to combate, prevent,diagnosis and to treat the cancer.

| THE PROGRAM OF ROMANIAN CANCER LEAGUE |  |
All over the world, cancer represents a major issue for public health. In Romania, it is the second cause of death, after cardiovascular diseases. The the diagnosis of cancer, unlike in developed countries, is done in the advanced and not in the early stages, and that is why Romania is the first among European countries when it comes to death by cancer. The frequency of cancer cases has increased in children and it is expected to do the same in all categories of age.
With certain types of cancer, such as the cancer of the lung and the prostate cancer in men, breast and cervical cancer in women, and the malignant melanoma, the increase in the number of cases has become alarming. Romanian Cancer League was set up as a consequence of these realities; it represents a non-profit, non-governmental, charity organization.
The main goals of Romanian Cancer League are:
- To reduce the incidence of and the rate of death by cancer;
- To increase the rate of cancer treatment;
- To increase the rate of the remissions;
- To reduce the psychological and socio-economic impact of cancer;
- To improve the life standard of the oncological patient.
In order to fulfill these objectives, Romanian Cancer League is planning to support the accomplishment of some national programs of cancer eradication, which shall comprise:
- Methodologies concerning the primary, secondary and tertiary prevention of cancer, early diagnosis and modern treatment ;
- Measures of rehabilitation of the oncological patient ;
- Improvement of the quality of life and supportive treatment for the patients with advanced stages of the disease ;
- The increase of the standard of oncological education for the students and doctors who have other specialties, and also for those studying oncology ;
- Priority programs of scientific research of cancer ;
- The increase of the level of health education of the population ;
- Increasing on warness of the media regarding the diagnosis and treatment of cancer and also the retrieval of the oncological patient ;
- Increasing on warness of the population regarding the diagnosis and treatment of cancer.
Concerning the primary prophylaxis, Romanian Cancer League plans to :
- Study the main cancer risk factors (ionizing radiation, aromatic polycyclic hidrocarbonates, asbestos, arsenic, chrome, benzene etc.) that may appear in various fields of activity and their effect upon health, upon the personnel exposed to them and the health of this personnel exposed to carcinogen polluting noxious factors;
- Monitor the main agents polluting the environment that have a carcinogen potential, search the direct and indirect effects upon the population and find the most appropriate measures to limit the level of pollution, inform the population from the polluted areas about this danger and about the means to reduce the risk;
- Perform a rigorous control of the domestic and imported foods and cooperate with the quality control bodies, in order to alleviate the carcinogen risk that some of these may represent;
- Set up certain diets to prevent the cancer risk and educate the population through the media;
The anti- smoking campaign should:
- Ban all kinds of publicity, including the concealed one;
- Ban the sale of tobacco without a warning notice concerning the consequences of smoking written on the packages and its sale in the vicinity of schools ;
- Ban smoking in public places and impose respect of the rights of the non-smokers ;
- Set up compulsory taxes from the profit of the cigarette factories to the benefit of medical institutions and cancer research programs ;
- Ban the sale of tobacco to the under-aged ;
- Design a complete system of efficient anti-smoking education both for adults and for children.
The anti-alcoholism programs should include the interdiction of alcohol consumption in public places by young people under 18 and the intensification of the anti-alcoholism campaign among youngsters, with the support of the medical and teaching personnel.
Another priority of the primary prophylaxis will be the medical education programs for the female population, aiming at encouraging a correct reproductive behavior, by means of:
- Eliminating abortion as a means of contraception;
- Improving hygienic standards;
- Making women aware of the risks, including the carcinogen one, induced by a disordered sexual life;
- Setting up medical offices of genetic counseling for determining the oncogenes BRCA 1 and BRCA 2 and for evaluating the risk of breast cancer in women with family history of breast cancer.
- Regarding the secondary prophylaxis of cancer, Romanian Cancer League is determined to fight, along with the other decision makers, for the support and designing of new and efficient methods of screening of the breast cancer, cervical cancer, prostate cancer and anorectal cancer and the setting up of medical centers that should deal with tracing and treating borderline lesions.
- Screening programs will be designed and the exposed population will be sensitized to support the accomplishment of these programs.
- Another important objective will be the introduction of a yearly oncological examination compulsory for all the population.

- To improve diagnosis and treatment, to avoid the reappearance of local evolution and/or distance dissemination, after the control of the primary tumor (tertiary prophylaxis), Romanian Cancer League aims to:
- Raise funds destined to the purchase of advanced technology in radiotherapy, chemotherapy, biological therapy and modern surgery;
- Set up a national center for the research and diagnosis of cancer and also some branches of this center ;
- Raise funds for the setting up of a national center for the research and diagnosis of cancer, and of an oncology hospital ;
- Establish the best treatment for each patient.
- The center of diagnosis and the hospital should have the following departments
- Surgeries for tracing and treatment of pre-cancerous lesions, surgeries for the diagnosis and treatment of cancer and for the prevention of cancer metastases;
- Oncologic epidemiology, examination and treatment surgeries;
- Imaging, cytology, pathology, biochemistry, immunology and genetics labs;
- Surgery, chemotherapy and radiotherapy wards;
- X-ray department with the necessary equipment for tele-iradiation and Brach therapy;
- Two operating rooms, equipped with surgery tables, scialitics lamps, surgical instruments, diathermy, surgical laser, ultrasounds dissector, sterilization unit;
- Intensive care department;
- Palliative treatment department;
- Pharmacy
Romanian Cancer League intends to approach oncological issues which have been omitted from the health policy, such as:
- The social and professional reinsertion of the oncological patients and the setting up of a "hot line" for them;
- The creation of a hospice which can assure the follow up and treatment of the patients in terminal stages;
- The training of medical personnel specialized in the supervision and treatment of cancer patients in terminal stages at their homes;
- The introduction in the present legislation of certain rights of the oncological patient and a change in the perception of the population regarding their statute;
- The creation of new jobs required by its activity.
Concerning the scientific research of cancer, the Romanian Cancer League intends to support the research of carcinogenesis, anti-initiators, inhibitors of angiogenesis, anti-cancerous vaccines, the role of genetics in cancer, genetic therapy, cryosurgery, laser therapy, trials for the evaluation of the efficacy of new anti-cancerous drugs, and markers of tumoral aggression.
Regarding the training of the oncological personnel, the League intends to set up:
- A school for the training of nurses who will work with oncological patients in terminal stages;
- A school for the overspecialization of nurses working in oncology;
- Centers of fundamental research of cancer both in the capital and in the rest of the country
